Row 1 (Right Side): Sc in 2nd ch from hook and in each ch across; turn - 12 sts.
Row 2: Ch 4, skip first sc, tr in next 11 sc; turn.
Row 3: Ch 1, sc in 11 tr, sc in top of ch-4; turn.
Rows 4-33: Rep Rows 2 and 3. Fasten off.

Fringe: Cut 24 eleven inch lengths of yarn. Fold a strand in half forming a loop; pull the loop through a st; pull the ends through the loop and tighten. Repeat across each end of scarf. Trim fringe ends evenly.
